Problem Statement
Local governments are frontline service providers in most countries and East and Southern Africa is no exception. However, the revenue base for local governments has been shrinking over the time yet the demand for services and expectations from the people are on the increase rendering local governments not able to meet peoples expectations. On the other hand the transfers from Central Governments have also not increased to match the demand for services offered by the local governments. In a majority of cases, resources from the Central Treasuries are ear-marked leaving local governments with very little discretion on resource allocation during the budget formulation process.
